n direct federal COVID-19 aid, but the well will be largely dry for whoever — either Lightfoot or one of eight challengers — wins the Feb. 28 election. The bulk, about $1.3 billion, is slated to replace lost city
revenues. The rest were dedicated to addressing the pandemic’s economic fallout, like homelessness, tourism, youth opportunities and direct family assistance, and public health, including violence
prevention. Through Sept. 30 of last year, though, the city had only spent $16.3 million of the $567 million it had budgeted, according to city disclosures to the U.S. Treasury.
